Why TI
The pack got heavier.
The tender period didn't.
A serious commercial review of a full tender pack takes days that a mid-bid team rarely has. So the reading gets triaged, the amendments get skimmed, and the clause that decides the job sits unread until it costs something. TI exists to close that gap - without taking the judgement out of professional hands.
The problem
The review that decides the job gets the least time.
None of this is a failure of the people doing the work. It is the arithmetic of modern tendering.
- The pack outgrew the tender period
- Multi-volume packs run to hundreds of pages. The time to price and return them is a few weeks; the time inside that for commercial review is measured in days - often while the same people carry two or three other live bids.
- The risk hides in the amendments
- The standard form is a known quantity. What moves money is the schedule of amendments - the densest, least-read document in the pack - and the clauses it quietly rewrites.
- The pack changes while you read it
- Addenda and revisions land mid-review. Whatever the team established about version one has to be re-established for version two, usually closer to the deadline.
- The record is scattered
- Findings live in margin notes, spreadsheets and inboxes. When the decision is questioned months later, reconstructing why it was made takes longer than the review did.
What TI changes
The reading becomes the machine's job. The judgement stays yours.
- The whole pack, actually read
- TI reads every page of every document - conditions, amendments, employer's requirements, pricing, pre-construction information - before the review starts. Coverage stops being a function of workload.
- Findings arrive evidenced
- Every risk, requirement and key date carries its source - Sch. of Amendments · Cl 2.32 · p 12 - so checking a finding takes one step, not an afternoon with the pack.
- The workflow is yours, not the software's
- Summary, risks and queries, deliverables, appetite, decision - the same sequence a commercial team already runs, held in one place instead of five.
- Addenda are re-read, not re-started
- When a revision lands, TI re-analyses what changed and shows what moved. The review absorbs the addendum; it doesn't begin again.
- The record keeps itself
- Who confirmed, dismissed or queried each finding stays on file. The pursue, review or decline decision can be defended later, line by line.
The result is not a faster version of skimming. It is the review the team would run with unlimited time - run in the time they actually have.
The alternatives
Where TI sits against the other ways of doing it.
Experienced professional review is the standard TI is measured against, not a rival to it. The comparison that matters is what each approach gives that judgement to work with.

Bring a tender.
The quickest way to judge TI is on a pack you know. Book a working session: we run a recent tender through TI while you watch - you see the risks and requirements it finds, follow the evidence, and assess whether the opportunity would have fitted your appetite.
Your documents stay in a private tenant, under NDA if you prefer, and are deleted on request.
